गाय के नाम पर जनतंत्र वध

हिंगोनिया गोशाला, जयपुर के प्रभारी मोहिउद्दीन चिंतित हैं। जयपुर म्युनिसिपल कॉरपोरेशन द्वारा संचालित इस गोशाला में नौ हजार से अधिक गायें रखी गई हैं। इनमें 30 से 40 गायें लगभग हर रोज मर रही हैं, मगर कोई देखने वाला नहीं है। वहां न इनके खाने-पीने का सही साधन है, न ही बीमार गायों के इलाज का कोई उपाय। लिहाजा, 200 से अधिक कर्मचारियों वाली इस गोशाला में गायों की मौत पर काबू नहीं हो पा रहा है। वैसे, एक अखबार के मुताबिक अप्रैल में अकेले जयपुर शहर में हर रोज 90 गायों की मृत्यु हुई, जिनकी लाशें हिंगोनिया भेज दी गईं।
याद रहे, राजस्थान देश का पहला राज्य है जहां स्वतंत्र गोपालन मंत्रालय की स्थापना की गई है। लेकिन जयपुर में प्रति माह 2,700 गायों की मौत के बावजूद इस मसले पर मंत्री महोदय कुछ भी कर नहीं पाए। दरअसल असली मामला बजट का है। मोदी सरकार ने सामाजिक क्षेत्रों की सब्सिडी में जबर्दस्त कटौती की है, जिसका असर पशुपालन, डेयरी तथा मत्स्यपालन विभाग पर भी पड़ा है। पिछले साल की तुलना में इस साल 30 फीसदी की कटौती की गई है।
 गायों की दुर्दशा
अध्ययन बताते हैं कि गायों की असामयिक मौत का मुख्य कारण उनका प्लास्टिक खाना है। यह बात दिल्ली के तत्कालीन मुख्यमंत्री साहिब सिंह वर्मा ने लगभग बीस साल पहले बताई थी और यह कहने के लिए उन्हें परिवारजनोंकी नाराजगी झेलनी पड़ी थी। पिछले दिनों जयपुर में आयोजित कला प्रदर्शनी में एक प्रतिभाशाली कलाकार ने इसी बात को अपने इंस्टालेशन के जरिए उजागर करना चाहा और प्लास्टिक की गाय वहीं परिसर में लटका दी। प्रदर्शनी में शामिल तमाम लोग अन्य कलाकृतियों की तरह उसे भी निहार रहे थे, मगर प्लास्टिक की गाय को लटका देख शहर के स्वयंभू गोभक्तों की भावनाएं आहत हो गईं। उन्होंने न केवल प्रदर्शनी में हंगामा किया बल्कि पुलिस बुलवा ली, जिसने कलाकार एवं प्रदर्शनी के आयोजक दोनों को थाने ले जाकर प्रताड़ित किया। जब इस मसले को लेकर मीडिया में हंगामा हुआ, देश विदेश के कलाप्रेमियों ने आक्रोश व्यक्त किया तो राज्य सरकार को कुछ दिखावटी कार्रवाई करनी पड़ी।
राज्य में कहीं भी छापा मार कर गायों को जब्त करने वाले इन गोभक्तों को इस बात से कोई मतलब नहीं कि हिंगोनिया में रोज दसियों गायें दम तोड़ रही हैं। उनके दिमाग में यह बात नहीं आती कि गोशालाओं के लिए संसाधन जुटा दें। हां, समय-समय पर जब्तगायों को वे उसी खस्ताहाल गोशाला में जरूर पहुंचा देते हैं। कानून के राज को ठेंगा दिखा कर की जा रही ऐसी वारदातों ने देशव्यापी शक्ल ले ली है। आप बीफ का हौवा खड़ा करके या गोवंश को अवैध ढंग से ले जाने का आरोप लगा कर किसी वाहन पर हमला कर सकते हैं, गाड़ी के चालक और मालिक को पीट सकते हैं।
ज्यादा दिन नहीं हुए जब हरियाणा के पलवल में मांस ले जा रहे एक ट्रक पर स्वयंभू गोभक्तों की ऐसी ही संगठित भीड़ ने हमला कर दिया। अफवाह फैला दी गई कि उसमें गोमांस ले जाया जा रहा है। पूरे कस्बे में दंगे जैसी स्थिति बन गई। पुलिस पहुंची और उसने चालक और मालिक पर कार्रवाई की। ऐसी कार्रवाइयों को ऊपर से किस तरह शह मिलती है, इसका सबूत दूसरे दिन ही मिला, जब सरकारी स्तर पर ऐलान हुआ कि गोभक्तों के नाम पर पहले से दर्ज मुकदमे वापस होंगे। दिलचस्प बात है कि गोभक्ति की कोई परिभाषा नहीं है। देश में जैसा माहौल बना है उसमें बिसाहड़ा (दादरी) में अखलाक के घर पर पहुंचा आततायियों का गिरोह भी गोभक्त है और उधमपुर में किसी ट्रक में पेट्रोल बम फेंक कर किसी निरपराध को जिंदा जलाने वाले भी। मई में राजस्थान के ही नागौर जिले के बिरलोका गांव में अब्दुल गफ्फार कुरैशी नामक मीट विक्रेता को पीट-पीट कर मार देने वाले हत्यारे भी गोभक्त ही हैं, जिन्होंने उसे इसी आशंका में मार दिया था कि वह भविष्य में बीफ बेच सकता है।
मनुष्य की तुलना में एक चौपाये जानवर को महिमामंडित करने में दक्षिणपंथी संगठनों के मुखपत्रों को कोई गुरेज नहीं है। याद करें कि झज्जर में 2003 में जब मरी हुई गायों को ले जा रहे पांच दलितों को जब पीट-पीट कर ऐसे ही गोरक्षा समूहों की पहल पर मारा गया था, तब इंसानियत को शर्मसार करने वाले इस वाकये को लेकर इन्हीं संगठनों के एक शीर्षस्थ नेता का बयान था कि पुराणों में इंसान से ज्यादा अहमियत गाय को दी गई है। पिछले दिनों दादरी की घटना के बाद भी इनके मुखपत्र में उसी किस्म के आलेख प्रकाशित किए गए।

राजनीति में स्त्री: मिथक और यथार्थ , एक जमीनी पड़ताल

राज्य विधान सभाओ तथा लोकसभा में स्त्रियों को 33 प्रतिशत आरक्षण का बिल लम्बे समय से विचाराधीन हैइस पर विभिन्न राजनीतिक दलो के दृष्टिकोणो की ढेरो व्याख्या की जा चुकी है और की जाती रहेंगी परन्तु इस सम्बन्ध में भारतीय समाज में स्त्रियों के प्रति पितृ सत्तात्मक वर्चस्व और सामंती अवधारणाओ की जमीनी हकीकत क्या है इसकी पड़ताल की आवश्यकता हैक्योकि संस्कारो में चाहे वामपंथी हो या दक्षिण पंथी ज्यादातर पुरूषो की स्त्रियों के प्रति सोच एक जैसी है मात्रा कम या ज्यादा हो सकती है। लम्बे  समय से वामंपंथी आन्दोलन से जुड़े रहने के दौरान इस बात का लगातार एहसास होता रहा कि ज्यादातर ’’पार्टी कामरेड’’ अपनी पत्नियों बेटियों तथा बहनो को राजनीति से दूर रखना चाहते थे। उन्हे लगातार यह भय सताता रहता था कि वे स्त्रियों उनसे ज्यादा ’’बौद्धिक न हो जाये’’ अथवा बहनबेटियाँ अंतरजातीय अथवा अंतरधार्मिक विवाह न कर लें । पार्टी फोरमो तथा जनसभाओ में पत्रिकाओ के लेखो में  स्त्री की आजादी और नारी विमर्श की लम्बी -लम्बी बाते करने वाले पाटी्र कामरेडो की असलियत लम्बे समय तक साथ रहने पर ही ज्ञात होती है।

इन संगठनो ने भले ही अलग महिला संगठन बना रखे है समय -समय पर महिलाये धरना प्रदर्शन में जाती भी रहती हैं  परन्तु पूर्णकालिक महिला कार्यकर्ताओ  की जिम्मेदारी भी खाना बनाने ,साफ सफाई से लेकर अनेको तकनीकी कार्य जैसे संगठन के पूुस्तकालय ,पुस्तको की दुकान की देखभाल ,कम्प्यूटर पर कार्य आता ही रहता है।

पूर्वी उ0प्र0 के आजमगढ़ जिले के एक सुदूर  गावं में  कार्य करते हुए एक महिला से मुलाकात हुई करीब 40 वर्ष पूर्व उसके पति उसे तथा उसके दो छोटे बच्चो को छोड़कर कलकत्ता चले गये । बाद में ज्ञात हुआ कि वे कम्युनिस्ट पार्टी में शामिल हो गये हैं । उस अकेली स्त्री ने बहुत कष्ट सहकर बच्चो का लालन-पालन किया। मुझे बाद में पता लगा कि उक्त पार्टी नेता की भारतीय वामपंथी आन्दोलन को वैचारिक दृष्टि देने में महत्वपूर्ण योगदान है। आज से करीब पांच  वर्ष पूर्व उक्त स्त्री गम्भीर रूप से अस्वस्थ होने के बाद शहर में पति के पास पहुँच  गयीं तथा उन्ही के पास रहते हुए कुछ दिनो में उसका निधन हो गया। ’’भारतीय हिन्दूू परम्परा’’ में  ’’पति की गोद मे’’ दम तोड़ने वाली स्त्री को ’’महान’’ समझा जाता है। उसकी इस महानता के बारे में उक्त कामरेड पति की क्या राय है यह आज तक मुझे ज्ञात नही हुआ। पार्टी संगठनो में इस तरह के पुरूषो को गौतम बुद्ध अथवा राहुल सांस्कृत्यायन से कम महान नही समझा जाता है। कुछ वर्षो पूर्व नेपाल में माओवादी जनयुद्ध’ के समय नेपाल माओवादी कम्युनिष्ट पार्टी की केन्द्रीय कमेटी की एक महिला सदस्य पार्वती (छद्म नाम) ने संगठन में महिलाओ के साथ हो रहे भेद-भाव पर कुछ महत्वपूर्ण मुद्दे बहस के लिए उठाये थे। इसे पढ़कर आप कम्युनिष्ट संगठनो में  महिलाओ की स्थिति के बारे में भली भाति  जान सकते हैं ऐसा नही है कि इन प्रवृत्तियों के अपवाद नही हैं  परन्तु अपवादो से नियम नही बनते हैं । भारतीय लोकतंत्र इस बात पर गर्व कर सकता है कि हमारे यहाँ स्त्रियों को बहुत से विकसित देशो से पहले ही वोट देने का अधिकार मिल गया था। परन्तु भारत की संसदीय राजनीति में’’राबड़ी देवी परिघटना ’’ से यहाँ  पर स्त्रियों  की स्थिति का सहज ही अन्दाजा लगा सकते हैं । राज्य विधान सभाओ तथा संसद में जो स्त्रियाॅ चुनाव लड़कर विजयी हो रही हैं । उनमें से 95 प्रतिशत राजनीतिक परिवारो से ही आती हैं । वास्तव में अधिकांश क्षेत्रीय दल चाहे वह उत्तर भारत में विहार अथवा उ0प्र0 के हो अथवा दक्षिण भारत में सभी परिवारिक संगठनो में बदल गये हैं  इन पार्टियो के नेताओ का सारा परिवार जिसमें स्त्रियां भी शामिल हैं  सांसद और विधायक बन जाती हैं । राष्ट्रीय पार्टियों में भी कमेावेश यही स्थितियाँ  हो रही हैं । स्वतंत्र रूप में राजनीति करने की महत्वकांक्षा पालने वाली स्त्रियों की नियति नैना साहनी ’ अथवा मधुमिता शुक्ला जैसी होती है। जिनकी हत्यायें  उनके पति और प्रेमी ने कर दी। एक को तन्दूर में काट काट कर जला दिया जता है दूसरी की गोली मारकर हत्या कर दी जाती हैं । भारतीय सामाजिक ढांचा  इन प्रवृत्तियों  को सहज ही स्वीकार कर लेता है।

किसी सांसद या विधायक की मृत्यु हो जाने पर उसकी विधवा को चुनाव में खड़ा करने की आम प्रवृत्ति है। जिसमें विचारा धारा अथवा राजनीति का प्रश्न न होकर सहानुभूति का पक्ष प्रबल होता है। अगर कोई पुर्नविवाह कर ले तो शायद ही वह चुनाव जीत सके । ’’सफेद साड़ी में लिपटी आखों  में आंसू  भरे विधवा ही भारतीय समाज की आदर्श है और वोट उसे ही मिलते हैं  ’’ आप सहज कल्पना कर सकते हैं  अगर इन्दिरा गाँधी, सोनिया गाँधी  ,मेनका गाँधी श्री माओ भण्डारनायके (श्री लंका) खालिदा जिया (बंगलादेश) अगर पुर्नविवाह कर लेती तो शायद उस स्थान पर पहुँच  पाती जहाँ पर वे पहुंची  है। यह बात पुरूषो पर लागू नही होती है। पत्नी की मृत्यु की बात छोड़ ही दे ढ़ेरो सांसद ,विधायक ,अथवा राजपालो की एक से ज्यादा पत्नियां  समाज में स्वाभाविक रूप से स्वीकार्य हैं ।
    
स्त्रियों को भले विधान सभाओ अथवा संसद में आरक्षण न मिला हो परन्तु उ0प्र0 में नगर निगमो तथा ग्राम पंचायतो में महिलाओ को 33 प्रतिशत आरक्षण की व्यवस्था है। अभी हाल में उ0प्र0 में ग्राम पंचायतो के चुनाव सम्पन्न हुए हैं  उसमें करीब 40 प्रतिशत महिलायें  ग्राम पंचायतो में निर्वाचित हुई हैं । प्रिन्ट मीडिया एवं इलेक्ट्रनिक मीडिया इसे महिला  सशक्तिकरण का उदाहरण बता रहे हैं । परन्तु जमीनी हकीकत चकित करने वाली है। उ0प्र0 की राजनीति में एक शब्द प्रधान पति प्रचलित है। वास्तव में यह प्रधान पति ही सब कुछ होता है। ज्यादातर महिलाओ की आरक्षित सीटो पर गावं  का दबंग व्यक्ति अपनी पत्नी ,बहन अथवा मां  को चुनाव में खड़ा कर देता है। उक्त स्त्री की भूमिका केवल नामांकन पत्र भरने तक होती है। पर्चा भरते समय पत्नी के हस्ताक्षर उक्त पुरूष ही करता है। इस पर विपक्षी प्रत्याशी या सरकारी कर्मचारी कोई आपत्ति नही करते हैं क्योकि सारे ही लोग इस खेल में शामिल रहते हैं । चुनाव प्रचार से लेकर पोस्टरो तक पर पति ,पिता अथवा बेटे का नाम अथवा फोटो होती हैं । आज भी ज्यादातर गावं में  यह माना जाता है कि स्त्री का काम बच्चे पैदा करना उनका पालन-पोषण करना तथा घर के काम-काम करना है। राजनीति जेसे गन्दी जगह पर उनका क्या काम। आश्चर्य की बात यह है कि यह प्रधान पति पत्नी के बैठक  खाते पर हस्ताक्षर भी करते हैं । बैंक के कर्मचारी इसे सहज ही मान्यता दे देते हैं । बहुत से अनारक्षित सीटो पर स्त्रियों  के जीत का राज यह है कि बहुत से जेलो में बन्द अथवा फरार अपराधी इन जगहो पर अपने घर की किसी स्त्री को चुनाव में खड़ा कर देते हैं जाति अथवा अन्य समीकरणो से वह चुनाव जीत भी जाती है। जेलो में बंद अथवा फरार बेटा अथवा पति उक्त गावं  का प्रतिनिधित्व करता है। उ0प्र0में बांदा  जैसे अनेक डाकूग्रस्त इलाको में बहुत से डकैतो की मां  अथवा पत्नियाँ  भी इस बार विजयी हुई है। अनेक वामपंथी भी उ0प्र0 में इस खेल में शामिल हैं ।
   
नगर निगमो के चुनाव मे स्त्रियों की सिथति इससे बहुत भिन्न नही है। पिछले वर्ष एक अरक्षित सीट पर एक ऐसी महिला जीती जो गई वर्षो से कोमा में थी। उसके पति ने उसका नामांकन पत्र भरा और चुनाव लड़कर जीत भी गया। बहुत सी पर्दानशीन महिलायें भी नगर निगमो में निर्वाचित हुई जिनका चेहरा किसी ने नही देखा था। इसके कुछ अपवाद भी है । कुछ वर्षो पूर्व ’’पूर्वान्चल ग्रामीण विकास सस्थान नामक स्वयं सेवी संगठन ’’से कुछ महिलायें  स्वतंत्र रूप से ग्राम सभाओ में चुनाव जीती। उनमें से एक सुनीता देवी को ग्रामीण विकास के लिए महत्वपूर्ण कार्य करने के लिए नोबेल पुरस्कार के लिए नमित भी किया गया था। उन्होने मुझे एक साक्षात्कार में बताया था कि ’’ग्राम प्रधानो की सभाओ में वे  कम ही जा पाती हैं क्योकि वहां पर अधिकांश पुरूष ही होते है तथा महिलाओ के बारे में  अश्लील बातें तथा चुटकुले सुनाये जाते हैं । उनकी बातो से यह तो सिद्ध होता है कि अगर श्रमजीवी वर्ग की महिलाये चुनाव में स्वतंत्र रूप से भाग ले तो वह विजयी हो सकती है। वामपंथी इसकी पहल कर सकते हैं । परन्तु चुनाव के वक्त उनकी भी राजनीति मध्यवर्गीय दायरे में धूमती रहती है। इस बात को स्पष्ट करने के लिए एक उदाहरण काफी है गोरखपुर शहर में  नगर निगम में मेयर का पद महिलाओ के लिए आरक्षित है पिछले वर्ष मेयर के चुनाव में भाजपा ,कांग्रेस ,सपा तथा सी0पी0आई0 (एम0एल0) की महिला प्रत्याशियों के साथ-साथ एक महिला टैक्सी चालक भी स्वतंत्र रूप से चुनाव लड़ रही थी। इस प्रत्याशी ने भाजपा तथा काग्रेंस के प्रत्याशी को जबरदस्त टक्कर दी तथा तीसरे स्थान पर रही। सी0पी0आई0एम0एल की प्रत्याशी अपनी जमानत तक नही बचा पायी। श्रमजीवी वर्गो जिसमें टैक्सी ड्राइवर ,रिक्शा चालक तथा मजदूरो का उसे भरपूर समर्थन मिला। अगर वामपंथी संगठन किसी श्रमजीवी वर्ग की महिला को खड़ा करते तो शायद परिणाम इससे भिन्न होता।

इन सर्वेक्षणो के आधार पर आसानी से इस निष्कर्ष पर पहुॅचा जा सकता है कि भारतीय समाज भले ही अपनी अंतर्वस्तु में एक पूँजीवादी समाज में बदल गया हो  परन्तु उसकी अधिरचना में  आज भी गहरे स्तर पर सामंती पिछड़ी मानसिकता जड़ जमाये बैठी है । स्त्रियों को केवल आरक्षण दे देने से उनकी समस्याओ का समाधान नही हो सकता यह उन्हे एक कदम जरूर आगे बढ़ायेगा। कड़े कानूनो के बावजूद स्त्रियों के विरूद्ध हर तरह की हिंसा तथा बलात्कार की बढ़ती हुयी घटनाये भी इसी मानसिकता के परिणाम है । राजनीतिक दलो में  कुछ हद तक वामपंथी पार्टीयों  को छोड़़कर सभी दलो में  आज भी स्त्रियों  की स्थिति दोयम दर्जे की है। विधान सभाओ तथा संसद में स्त्रियों  को आरक्षण पुरूषवादी वर्चस्व को चुनौती अवश्य देगा। इसलिए अधिकतर राजनीतिक दल किसी न किसी बहाने इसका विरोध कर रहे हैं ।


इस पुरूषवादी मानसिकता के खिलाफ राजनीतिक दलो से हटकर स्वतंत्र संगठनो तथा स्वयं सेवी संस्थाओ को व्यापक अभियान चलाने की आवश्यकता है। यह संस्कृति तथा राजनीति दोनो तरह के बदलाव के लिए होगा। तभी स्त्रियाँ  अपनी आजादी की ओर एक कदम आगे बढ़ेगी।

डा अम्बेडकर के नये मुरीद



शोषित-उत्पीड़ित अवाम के महान सपूत बाबासाहब डा भीमराव अम्बेडकर की 125 जयन्ति के बहाने देश के पैमाने पर जगह जगह आयोजन चल रहे हैं। इसमें कोई दोराय नहीं कि वक्त़ बीतने के साथ उनका नाम और शोहरत बढ़ती जा रही है और ऐसे तमाम लोग एवं संगठन भी जिन्होंने उनके जीते जी उनके कामों का माखौल उड़ाया, उनसे दूरी बनाए रखी और उनके गुजरने के बाद भी उनके विचारों के प्रतिकूल काम करते रहे, अब उनकी बढ़ती लोकप्रियता को भुनाने के लिए तथा दलित-शोषित अवाम के बीच नयी पैठ जमाने के लिए उनके मुरीद बनते दिख रहे हैं।

ऐसी ताकतों में सबसे आगे है हिन्दुत्व ब्रिगेड के संगठन, जो पूरी योजना के साथ अपने अनुशासित कहे जानेवाली कार्यकर्ताओं की टीम के साथ उतरे हैं और डा अम्बेडकर जिन्होंने हिन्दु धर्म की आन्तरिक बर्बरताओं के खिलाफ वैचारिक संघर्ष एवं व्यापक जनान्दोलनों में पहल ली, जिन्होंने 1935 में येवला के सम्मेलन में ऐलान किया कि मैं भले ही हिन्दु पैदा हुआ, मगर हिन्दू के तौर पर मरूंगा नहीं और अपनी मौत के कुछ समय पहले बौद्ध धर्म का स्वीकार किया /1956/ और जो हिन्दु राजके खतरे के प्रति अपने अनुयायियों को एवं अन्य जनता को बार बार आगाह करते रहे, उन्हें हिन्दू समाज सुधारक के रूप में गढ़ने में लगे हैं। राष्टीय स्वयंसेवक संघ (RSS) के मुखिया जनाब मोहन भागवत ने कानपुर की एक सभा में यहां तक दावा किया कि वह संघ की विचारधारा में यकीन रखते थेऔर हिन्दु धर्म को चाहते थे।

इन संगठनों की कोशिश यह भी है कि तमाम दलित जातियां जिन्हें मनुवाद की व्यवस्था में तमाम मानवीय हकों से भी वंचित रखा गया उन्हें यह कह कर अपने में मिला लिया जाए कि उनकी मौजूदा स्थितियों के लिए बाहरी आक्रमणअर्थात इस्लाम जिम्मेदार है। गौरतलब है कि मई 2014 के चुनावों में भाजपा को मिली ऐतिहासिक जीतके बाद जितनी तेजी के साथ इस मोर्चे पर काम चल रहा है, उसे समझने की जरूरत है।
प्रस्तुत है दो पुस्तिकाओं का एक सेट: 

पहली पुस्तिका का शीर्षक है "हेडगेवार-गोलवलकर बनाम अम्बेडकर’ 
और दूसरी पुस्तिका का शीर्षक है ‘ हमारे लिए अम्बेडकर। 

पहली पुस्तिका में जहां संघ परिवार तथा अन्य हिन्दुत्ववादी संगठनों द्वारा डा अम्बेडकर को समाहित करने, दलित जातियों को मुसलमानों के खिलाफ खड़ा करने, भक्ति आन्दोलन के महान संत रविदास के हिन्दूकरण तथा छुआछूत की जड़े आदि मसलों पर चर्चा की गयी है। वहीं दूसरी पुस्तिका में दलित आन्दोलन के अवसरवाद, साम्प्रदायिकता की समस्या की भौतिक जड़ें आदि मसलों पर बात की गयी है। इस पुस्तिका के अन्तिम अध्याय डा अम्बेडकर से नयी मुलाक़ात का वक्त़में परिवर्तनकामी ताकतों के लिए डा अम्बेडकर की विरासत के मायनों पर चर्चा की गयी है।

Ambedkar For Our Times!

[Author's Note: Till 1992, 6 th December was remembered as ‘Parinirvan Divas’ of Dr Ambedkar, legendary son of the oppressed who had clearly recognised the true meaning of Hindutva and warned his followers about the dangers of Hindu Rashtra ; post 1992, 6th December has an added meaning and it relates to the demolition of Babri Mosque undertaken by these very forces.
Apart from the fact that this event led to the biggest communal conflagration at the national level post-independence, whose repercussions are still being felt and whose perpetrators are still roaming free, we should not forget that it was the first biggest attack on the principles of secularism and democracy, which has been a core value of the Constitution drafted under the Chairmanship of Dr Ambedkar.
What follows here is an edited version of the presentation made at Dept of Social Work, Delhi University, during their programme centred around 1st Ambedkar Memorial Lecture

..This is the 1st Ambedkar memorial lecture which is being organised, as the invite tells us, saluting ‘the contribution of the great visionary leader who not only fought for political revolution but also argued for social revolution’. Let me add that you have made this beginning at an opportune moment in our country’s history when we are witnessing a concerted attempt from the powers that be to water down Ambedkar’s legacy, project him as someone who rather sanctioned the illiberal times we live in today, communicate to the masses that he was friends with leading bigots of his time and finally appropriate his name to peddle an agenda which essentially hinges around political and social reaction.
Wishing you the best for beginning this conversation among students who yearn to become vehicle for social change tomorrow, I would like to share some of my ideas around the theme.
Yes, we definitely need to understand Ambedkar’s role as a Chairman of the drafting committee of independent India’s constitution and the skillful  manner in which he ‘piloted the draft’ in the constituent assembly but also how during his more than three decade long political career he put forward ‘variety of political and social ideas that fertilised Indian thinking’ ( as per late President K R Narayanan) which contributed to the rulers of the newly independent nation’s decision to adopt the parliamentary form of democracy. Perhaps more important for the ensuing discussion would be his differentiation between what he called ‘political democracy’ – which he defined as ‘one man one vote’ and ‘social democracy’ – which according to him was -one man with one value – and his caution that political democracy built on the divisions, asymmetries, inequalities and exclusions of traditional Indian society would be like ‘a palace built on cow dung’.
We also need to take a look at the unfolding scenario in the country and also see for oneself whether there is a growing dissonance or resonance between what and how Dr Ambedkar envisaged democracy and the actual situation on the ground and how should we see our role in confronting the challenges which lie before it.
As we are remembering the great colossus that he was, not for a moment can we forget the mammoth task undertaken by ‘founding fathers’ – which included leading stalwarts of the independence movement – of the nascent republic who introduced right to vote to every adult citizen, a right for which many countries of the West had to struggle for decades together, in an ambiance which was rather overshadowed by the bloody partition riots when the country itself was in a state of abject mass poverty and mass illiteracy.

Before I  move forward towards the crux of my argument I want to take a short detour and understand whether the image of Ambedkar – which most of us carry – which has been taught to us through textbooks and popularised by the ever expanding media matches with his actual contributions as a great leader, scholar and renaissance thinker, all put together.
It would be interesting if all of us who are gathered here try to imagine what sort of image(s) emerge before our eyes if somebody mentions his name. I can mention a few :’ Dalit leader’, Chairman of the Drafting Committee of the Constitution’,’ fought for the rights of Scheduled Castes’, ‘embraced Buddhism with lakhs of followers’ Barring exception imagery around Ambedkar does not transcend these limits in most of the cases.
The imagery does not include the historic Mahad Satyagrah which was organised under his leadership way back in 1927 – what we call in Marathi as ‘when water caught fire’ – at the Chawdar Talab (lake) nor does’ it include the burning of Manusmriti in its second phase, which was compared to French revolution by Ambedkar in his speech. It also does not include details of the first political party formed under his leadership called Independent Labour Party, role of many non-dalits or even upper castes in the movement led by him or the historic march to Bombay assembly against the ‘Khot pratha’ where communists had participated in equal strength. His historic speech to the railway workers in Manmad wherein he asked them to fight the twin enemies of ‘Brahmninism’ and ‘Capitalism’ (late thirties) or his struggle for Hindu Code Bill, which ultimately became cause of his resignation from Nehru cabinet, all these details of his stormy life, never get mention in the imagery. One can add many other important interventions under his leadership which definitely does not ‘suit’ his image of a ‘dalit messiah’.

इक लपकता हुआ शोला, इक चलती हुई तलवार

उत्तरप्रदेश के रुदौली में 19 अक्टूबर 1911 को जन्मे उर्दू के लोकप्रिय शायर मजाज़ की गिनती उन चंद तरक्कीपसंद शायरों में की जाती है जिसने बहुत ही कम उम्र में शोहरत की बुलंदियों को छू लिया। 46 साल की छोटी सी उम्र में इस नौजवान शायर ने शायरी के जो जलवे दिखाए उसकी चमक आज भी वैसे ही बरक़रार है। सन 1929 में 18 वर्ष की उम्र में कॉलेज में दाखिला पाने के लिए मजाज़ आगरा पहुंचे। यहाँ की सरगर्मियों और गहमागहमी के माहौल में उन्होंने गज़लें और नज़्में लिखनी शुरू की। आगरा में एक साल भी नहीं बीता कि उनके पिता का तबादला अलीगढ हो गया। पढ़ाई पूरी करने के मक़सद से मजाज़ कॉलेज के हॉस्टल में रहने लगे। उनकी आज़ाद तबियत यहीं परवान चढ़ी। मजाज़ का ज़्यादातर वक़्त अदबी महफ़िलों में ही गुज़रा। 

1931 में बी ए करने के लिए जब वे अलीगढ आये तो यहाँ मंटो,इस्मत चुगताई,अली सरदार जाफरी ,जां निसार अख्तर,सिब्ते हसन जैसी शख्सियतों की संगत में उनकी शायरी और सियासी रुझान को निखरने का पूरा मौका मिला। 1931 तक आते-आते 'अंगारे' के प्रकाशन से रशीद जहाँ और सज़्ज़ाद ज़हीर वामपंथी सोच के लेखकों के बीच ख़ासी लोकप्रियता प्राप्त कर चुके थे। इसी सरगर्म माहौल में मजाज़ ने अपनी मशहूर नज़्म इंकलाब,रात और रेल जैसी मशहूर रचनायें की। वे एम ए की पढ़ाई पूरी किये बिना ही दिल्ली नौकरी करने चले गए, लेकिन साल भर बाद ही लखनऊ लौट आये। 

देश में जब साम्राज्यवादी विरोध का स्वर पुख्ता हो रहा था ,प्रगतिशील ताक़तें इकट्ठी हो रही थीं ,मजाज़ की शायरी इसी माहौल में परवान चढ़ रही थी। प्रगतिशील लेखक संघ के गठन और विकास के शुरुआती दौर में उर्दू शायरों और अफ़्सानानिगारों की बहुत बड़ी भूमिका रही है। एक तरफ इक़बाल के गीतों ने देशभक्ति की आत्मा विकसित की तो दूसरी तरफ दिनकर और नवीन जैसे कवियों ने उसमे जान फूँक दी। यह विशेषता हमारी समूची सांस्कृतिक विरासत में दिखाई देती है। प्रेमचंद का ही उदाहरण लें, वे पहले उर्दू के लेखक हैं बाद में हिंदी मे आये। इस बात को बार -बार रेखांकित करने की ज़रूरत है कि उर्दू मुसलमानों की भाषा नहीं,हिन्दुस्तानियों की ज़बान है। भाषा के तमाम साम्प्रदायीकरण के बावजूद उर्दू का सीना खोलकर खड़े रहना इस बात का सबूत है कि तरक़्क़ीपसन्द ताक़तें इस मज़हबी जूनून और बंटवारे की राजनीति को सिरे से नकारती रही हैं। 

सन 1931 में 'अंगारे' का प्रकाशन इस दृष्टि से महत्वपूर्ण साबित हुआ कि इसके द्वारा उर्दू दुनिया का मार्क्स से परिचय हुआ। बेशक इस समय की रचनाओं में साहित्यिक उत्कृष्टता नहीं थी लेकिन रचनाकारों की सोच और नज़रिये में महत्वपूर्ण बदलाव आया। इन लेखकों ने सामंती समाज के पिछड़ेपन की ज़ंजीरों के खिलाफ बेड़ियां खनकायीं। पांच साल बाद इन्ही लेखकों द्वारा 'तरक़्क़ीपसन्द तहरीक़' (प्रगतिशील लेखक संघ) की बुनियाद डाली गयी। जल्द ही यह आंदोलन एक मज़बूत और जीवंत आंदोलन बन गया जिसका प्रभाव तेज़ी से फैलता गया। तहरीक़ की लोकप्रियता के कारण उसके वे सरोकार थे जिन्होंने सामंती,रूढ़िवादी सोच पर प्रहार कर प्रगतिशील विचारों और साहित्य के लिए माहौल और ज़मीन तैयार की। मजाज़ इसी माहौल की देन थे। वे प्रगतिशील आंदोलन के ऐसे शख्स थे जिनके सरोकार इस आंदोलन के साथ इस कदर घुल-मिल गए थे कि उनको अलग करके देखना नामुमकिन है।

Assam: NSI Solidarity Statement to Anti-Communalism Convention by Artists and Intellectuals

Below is the text of NSI solidarity statement (in Assamese and English) that was read out in the Assam state level convention of artists and intellectuals against communalism and increasing 'culture' of intolerance in India in general and Assam in particular, held on 22nd November at Laxmiram Barua Sadan, Guwahati, Assam.

প্ৰথমতেই আমি এই মানবীয় মূল্যবোধৰ হকে, সাম্প্ৰদায়িকতাৰ বিৰুদ্ধে ৰাজ্যিক অভিবৰ্তনখনৰ আয়োজক আৰু অংশগ্ৰহণকাৰীসকলৰ প্ৰতি আমাৰ সংহতি প্ৰকাশ কৰিছো।

তথাকথিত মূলসূঁতিৰ ভাৰত ৰাষ্ট্ৰৰ প্ৰান্তত হৈছে অসম মুলুক। ভাৰতৰ আন কোনো ৰাজ্য বা অঞ্চলতে ইমান ধৰ্মীয়, সাংস্কৃতিক তথা জাতিগত বৈচিত্ৰ নাই। অসমতো দাংগা, নৈতিক ব্যাখ্যাকৃত হিংসা আৰু ধৰ্মীয় আৰু জাতিগত সংখ্যালঘুৰ উপৰত হোৱা আক্ৰমণৰ ইতিহাস আছে। হিন্দুত্ব ৰাজনীতিয়ে ইয়াৰ বিশেষ সাম্প্ৰদায়িক বিষবাষ্প ইতিমধ্যেই সমস্যাৰে জৰ্জৰিত অসমৰ সমাজ-ব্যৱস্থাত বিয়পাব খুজিছে। ইয়াৰ পৰিণাম হ’ব ভয়ংকৰ, যদিহে অসমৰ গণতান্ত্ৰিক আৰু প্ৰগতিশীল কণ্ঠ এই আক্ৰমণৰ বিৰুদ্ধে একত্ৰ আৰু প্ৰবল প্ৰতিৰোধ কৰিবলৈ আগবাঢ়ি নাহে।

“চিত্ত য’ত ভয়হীন, উচ্চ য’ত শিৰ
জ্ঞান য’ত মুক্ত, য’ত ঘৰৰ দেৱালে
নিজৰ প্ৰাংগণত নকৰে ধৰিত্ৰী খণ্ড-বিখণ্ড . . .
দেশৰ সেই স্বৰ্গ, পিতা, কৰো জাগৰিত।”

At the very outset we would like to extend our solidarity to the organizers and participants of this convention “For Humane Values, and Against Communalism”. 

India is fast turning into a pit field of intolerance where an ethos of hatred, and exclusion is giving rise to seemingly sporadic, but actually very methodical violence against selected targets. We are facing a concentrated attack on the first right of citizens in any democracy; their right to be simply what they are, or what they want to be. This is an assault on all marginalised groups in the country, whether based on religion, caste, gender, class or ethnicity. Any social group whose very existence does not fit into a majoritarian schema for India is under attack. Also under attack is the right of citizens to discuss, debate, criticize, dissent and protest. Three prominent voices against religious obscurantism, Dr. Dabholkar, Comrade Pansare and Prof. Kalburgi have been murdered in broad day light. Hordes of armed zealots, arrogating to themselves the right to be the moral police of society, are forcing a culture of bans; deciding what Indians can eat, wear, read or see. What is extremely worrying is that these groups are no longer active only in society, but are also now safely ensconced in state power at center and in many states. Hindutva governments in Center and states are not only complicit in the culture of aggressive intolerance, but are also encouraging it. These governments are systematically communalising institutions of state; institutions of learning and education, bureaucracy, police, and judiciary. 

However, it also needs to be emphasised that the Hindutva assault on freedom and reason itself is a symptom of deeper malaise in our society. Attack on dissent or freedom of expression in the name of national security, or for appeasement of religious and casteist sentiments, has been a longstanding tradition of most political parties and governments in the country. We also need to address the deeply rooted popular ideologies which valorise superstitions, patriarchy, caste privileges and public use of violence. Democracy can not thrive in a society which is not ready to question its institutions. Streams of freedom can not flow in a society which is shackled to irrational traditions. 

Assam lies at the margins of the so called mainstream India. No other state and region in India has as much religious, cultural and ethnic diversity. Assam has its own history of riots, moralizing violence and attacks on religious and ethnic minorities. Hinduvta politics is trying to spread its specifically communal poison in the already strained social fabric of Assam. Its consequences will be devastating; unless democratic and progressive voices of Assam offer a united and powerful resistance to this onslaught. 

This Convention comes as a necessary intervention, and at a time when not only the secular elements of the Indian state, but the very existence of the idea of secular India is under serious threat. Once again we extend our deep solidarity with the organizers and the participants of this Convention. 

This is a time when we should together in solidarity remind ourselves the powerful words of Tagore: 

“Where the mind is without fear and the head is held high 
Where knowledge is free 
Where the world has not been broken up into fragments … 
Into that heaven of freedom, my Father, let my country awake”.

Davids Versus Goliath – How Yogi Adityanath had to ‘Go Back’ to …..(err not Pakistan but) Gorakhpur

The Pandal was ready.

The Sainiks with their saffron bandanas – who were scattered here and there – were eagerly waiting to listen to another fiery call from their Senapati.

Time was already running out but the ‘Star Speaker’ was nowhere to be seen.

Little did they knew that their Senapati had already made an about turn and was headed back home as the district administration had ‘advised’ him against entering the district and was told that he would face ‘legal action if he dares to do so.’

For Yogi Adityanath, the firebrand MP of BJP, who is widely known for his controversial statements as well as acts and who every other day asks dissenters to ‘go to Pakistan’ , it was his comeuppance moment when he was rather forced to ‘go back’ to Gorakhpur. And all his plans to be the star speaker at the inaugural function of Students Union of Allahabad University – once called ‘Oxford of the East’ – lay shattered.

The Saffron Parivar had made elaborate preparations for Yogi’s welcome to the city taking advantage of the fact that its student wing – namely Akhil Bharatiya Vidyarthi Parishad – had bagged four seats in the elections held for the Student Union. Excepting the President, rest of the posts had gone to their candidates and they felt that for them it was a golden opportunity to generate conversation around their politics which would further polarise the people in this part of Eastern Uttar Pradesh. Perhaps then they could raise their off repeated slogan at a higher pitch ‘Purvanchal Me Rehna Hoga, To Yogi-Yogi Kehna Hoga’ ( If you want to live in Eastern Uttar Pradesh, You will have to say Yogi-Yogi)

The only ‘hindrance’ to their well thought out plan was the President of the Union – a student leader named Richa Singh, the first female President in the 128 year old history of the University – who had won on an independent platform duly supported by various left and democratic forces. The university rules mandated that without the consent of the President no such inauguration of the students union can take place and she resisted their proposal to invite Yogi.

In an interview to Indian Express she made her stand clear :

“Yogi Adiyanath is a controversial leader who speaks on communal lines against Muslims. Here we have Muslim students too in the university. If any riot-like situation occurred after his speech on the campus, who will be responsible? ABVP members invited Adityanath without consulting me and that is against the AUSU (Allahabad University Students Union) constitution,” She said any educationist or Union minister was supposed to be invited to the event as “Adityanath has no contribution in the field of education”.

Why its Difficult to See Eye to Eye

“Does the university, today, have a raison d'etre?,” asked Derrida in 1983 at Cornell University. Derrida asks of the view of the university and from the university from Cornell, at once located in the romantic sublime on a hill, fenced from a gorge that may provoke suicides. The fence gives the university, he argues, a diaphragm so central to human sight, rather to lower or close our eyes when trying to learn. In the lecture, Derrida asks to be beware of both the gorge and the abyss. If the university was to be a supplementary body to society, to both emancipate and control; the university should, or perhaps could, turn the time of reflection back on the very conditions of reflection to view viewing itself or give time for thought.

The precarity of the university is not only 'topolitical,' as Derrida shows us, it is also with regard to its student body. The student in the university is imagined as in a liminal state between the child and the legal rational adult. This liminality provokes a desire to control not only the student body but also the effects of the university and the affects of its public-ity. The student is to be trained into adulthood, proper – proper today to neoliberalism. The Four-Year Undergraduate Programme (FYUP) or its now three year avatar seeks to produce subjects for globalising capital and data. The developmentality of the university continues the work of the anti-politics machine by seeking to check and limit the invasion of counter-politics and the proliferation of counter-publics that may challenge its reproductivity and inevitability, all in responsibility to this liminality. The neoliberal university justifies itself by producing forces that will reproduce - capital and child. The child is the innocent hope of the future. This, however, is not limited to the university alone. 

Counter-politics, too, seems to be haunted by the spectre of the child. The child shapes, as Lee Edelman puts it, the logic within which the political must be thought. The child as the utopian future of heterosexual sex collapses the gap between the real and the symbolic. Queerness, but, aims outside the logic of reproductive futurism. The queer in this framework with its association with the death drive, is future-negating and can only enter the political by shifting the burden of queerness to someone else. 

In the anti-FYUP protests, the image for whom the battle was being faught was often the student of the future who would naively come to the university and be manipulated by its programme. But if this seems too far fetched, let me give you another example. We have witnessed another horror on December 16, 2014 – the killings in Peshawar. Counterpublics condemned the killings of 'innocent children,' much like they had done of the 'innocent women and children of Gaza' earlier that year. Fair enough, but not to this future negating subject. I am not saying that one must not condone these acts in queer solidarity but only pointing to the difficulty of building solidarities. After the Supreme Court judgment striking down the decriminalisation of 'non-normative' sexualities, and because of one's association with the Gender Studies Group of Delhi University, one became some sort of icon within a certain university space. This space would like to believe itself to be liberal-progressive. Due to my gender queer visibility, a lot of folks eager to win brownie points for their liberal-progressive attitudes and often out of well meaning intentions come to me “to talk.” In such conversations either they would complement me - “Oh Vikram! What a beautiful sari!” “Oh Vikram! No one looks better in a sari than you!" - or completely ignore what I was wearing and talk to me as they would to any “normal” man or woman. It is this which manifests in the easy solidarity of identifying LGBT people, which more often than not are gay men, and extending support to them by joining in their protests, inviting them to speak in yours, asking them to write for you, and other such representation, but seldom does the queer figure as central to the thinking through of politics itself, or as critique.

Com. Kislay and Shubham Arrested by Goa Police - Glory to the Struggle of FTII Students!

Ultimately the roaring voice of the FTII students reached the IFFI (International Film Festival of India) inaugural held at Panaji, Goa.

Just when the inaugural had formally ended, chief guest had spoken and the administration was on the cusp of heaving a sigh of relief for a ‘trouble free beginning’ and was contemplating to ‘pat its own back’ for managing to save its ‘image’ the precincts of the Shyama Prasad Mukherjee Stadium reverberated with slogans in favour of the historic FTII struggle.

This struggle, which had continued for around five months since 12th June, a struggle against political appointments at one of the most prestigious institutions of India which was also a wake up call at the systematic attempts underway since the ascendance of the Modi regime at centre to undermine the academic autonomy of universities and educational institutions, as everybody knows has received tremendous national-international support.

Slogans were loud enough that all the celebrities and dignitaries who had gathered there heard them:

"It was heard by Information and Broadcasting Minister Arun Jaitley, his state minister Rajyawardhan Rathore, defence minister Manohar Parrikar and all the I & B ministry officials. The two students found an empty block on top, where they were seated silently till the whole inaugural ceremony ended." - Goa News

Security people who were present there in large numbers pounced on the two of them – Comrade Kislay, a young film director, an alumni of FTII, who has received critical acclaim for his very first film and Shubham, another alumni of FTII – and according to a post on FTII Wisdom Tree facebook page -

both of them have been badly beaten by the Goan police for showing the placards and shouting slogans… They are still under the police custody and being interrogated. 

As of now they have been detained in Agassaim Police Station (Phone no. 0832-2218000) and would be presented before the magistrate. It is also learnt that they are being ‘charged with serious offences’ 

It is important to note that the authorities at various levels went out of way just to ensure that the voice of FTII students does not reach the IFFI. It ‘ensured’ that this year the festival would not screen a single film by students of the prestigious FTII whereas in recent years, at least five FTII entries could make it to the screening of this annual fest. 

As opposed to its regular practice of paying for the conveyance and accommodation of its students who had enrolled for the same, the FTII administration took an ad-hoc decision and told the students to bear their own expenses. 

But despite all their attempts to intimidate the students into silence the voice did reach IFFI. It is definitely a victory of sorts – albeit of a symbolic kind. 

There is no doubt that this struggle of the FTII students would continue to receive the support which it has received from artists, intellectuals, film personalities and all those people who believe are opposed to the dumbing down of society under all pretexts. 

If possible contact the Goa police – especially its higher officials – and ensure that the two are not further harmed and released immediately without any charges. 

Glory to the struggle of FTII students!
